Just a little something to add to a game, enjoy  .
Imperial Citizens: points- N/A
Ws- 2 Bs- 2 S- 3 T- 3 W- 1 I- 2 A-1 LD- 4 Sv- N/A
Wargear- none
Unit size: 1 to 100
Special Rules:
They will protect us!-
If there is a imperial army on the table the citizens will begin moving toward them. If there is none they will begin moving off the table.
GET OUT OF THE WAY!-
If a group of Civilans are in the line of sight of a unit, Bs is reduced by one for the unit firing.
Well do you think so far?

Honestly, I'd figure that civilians would run away from the soldiers. They'd also be a fluffy objective I imagine. The most sensible rules would be a combination of:
RUN FOR THE HILLS!: Unless they are falling back, Civilians must take a morale check at the start of the Movement phase, at -2 if they can draw LOS to an enemy model. If failed, they will instantly act as if they were Pinned for the duration of the turn. If passed, they will fall back and cannot regroup for any reason.
(Scenario Special Rule) Protect Mankind: For each civilian that falls back off the board edge, the Imperial side will gain +1 Point. For each civilian killed, the Opposing side will gain +1 Point. Civilians still on the board are lost. The side with the most Points on the last turn wins.
(Alternate Special Rule, replaces Run for the Hills!) Meatshields: Civilians can be used as a mobile cover save by a particularly unscrupulous commander. Any shots that draw line of sight through or over the civilians to a target will suffer from a 4+ cover save. For each successful save, remove 1 Civilian model.

Interesting idea. It would do well if paired with a Commisar or Commisar-like preacher type who could inspire them to stand firm, whether through exhortations or thread of execution.

Great idea! Some kind of mobile objective.
For Imperial armies: protect/evacuate Citizens
For Chaos/Xenos: terror
It'd be more complicated in imperial vs imperial, or non-imperial vs non-imperial battles
I'd add swarm rule for them.

I suddenly had a flash back to "The Saint" book of gaunt's ghosts where the civilians
Should have a special rule where if there is some sort of act of faith by a living saint, can grant:
For the Emperor! - all civilians rush at the closest non-imperium unit and gain furious charge and may charge up to 18' that turn. If a model is in base to base contact with 4 civilians, automatically kill those 4 civilians and deal one wound/glancing hit to that model. Do this before combat resolution. Additional civilians may immediately make pile in moves after the prior models are removed. Do this until all models have engaged in combat or removed. The Civilians automatically pass all Lr check that turn. (didn't want them to all die of no-retreat  )
If there are no non-imperium of man units on the map, the civilians will rush at the closest unit that did not belong to the player controlling the Living saint

For Imperium vs. Imperium, a single squad must be escorting the group of civilians, if that squad is destroyed, or flees, the civilians can be claimed by another squad. They will not contribute in CC if their escort squad is assaulted.
