Now Unit C, which is on the same side as Unit A, charges Unit B. Can Unit B direct its attacks against Unit C or can it only attack Unit A?

It does not matter if a unit charged into combat that turn or the previous turn. Models may direct their attacks at enemy units with a member in base to base contact with them.
You used to not be abilty to which is where the confusion comes from, but GW FAQed it.

No, you were always able to. If you weren't aware that the start of combat is not the start of the assault phase, it could be misread, and that's why GW FAQed it.
