I wanna start a new 40k army. I want it to be "themed". For example:
an all kroot/vespid tau army.
I was wondering your thoughts on a cool looking and fluff wise army to play.

Well, all kroot/vespid wouldnt work cause there's no kroot/vespid HQ (yet).
Personally I've always wanted to do an all Corsair or Exodite Eldar army.

Feral Orks, they used to have a list in a codex (likely no longer valid) and you get to borrow bits from most fantasy armies, plus orks are always fun

Dogs of War army, probably end up using IG codex or anything else as counts as. Convert up a variety of human/alien mercs for the various roles across the army with some unifying themes.
Seems like it'd be great fun to model, though the conversions will likely end up being extensive and difficult so its not one for the faint hearted.
Largely depends on your painting/converting skill, or if its just for playing.

Any ork army, really. Pick your favorite unit, a clan or any characater, build an army armound it, enjoy! Most of those armies won't even totally suck if you follow some simple rules for ork list building.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

You can do kroot/vespid as long as you are willing to put in the time to do the counts-as portions right. I used to have a friend who made a whole army of kroot mercenaries. Swapped out kroot guns and armor for Tau ones to recreate fire warriors (payment for jobs), bulked some up with super human physiques (ate space marines), made rancor like kroot mounts carrying giant guns for crisis suits. It was glorious.
Counts as is your friend for themed armies.

Footsloggin 60 rage-blinded bezerkers into a line of IG is such an awesome thought. 
...well not for the guardsmen anyway.

Go to the Forgeworld website if you want to do a Corsair army. There are multiple Corsair units out there (including basic infantry, vehicles, and walkers) and you could use someone like the Prince Yriel model from GW as an HQ.
I've done a Chaos Lost and the Damned army. Chaos Renegade Militia, Traitor Guardsmen, Beastmen, Mutants, etc.. It's pretty simple to do. Just buy lots of imperial guardsmen and convert them to llook Chaosy, you can even buy the Forgeworld conversion kits to make it easier. Buy some Chaos Spawn/Chaos mutation packs and use the bits to make more Guardsmen into Mutants. If you want to go further buy WHFB Beastmen and Chaos Warhounds and put them on round bases with some having 40k weapons like chainswords, bolt pistols, and lasguns (It's what I did). I also used a pack of Ogre Ironguts in combination with my leftover bits from my Chaos Spawns to make them into Big Mutants.
You can also get Imperial guard vehicles and paint them to Chaos standards and add lots of spikey bits.

If you want fun and legal, than go for Ork Bikers. A mix of Warbikers, Nob Bikers and whatever else strikes your fancy is a lot of fun and looks great on the field.
