OK, so there is a GK dreadnought locked (from a previous turn) in close combat with some scarabs. Some GK's join the assault. They kill all but one scarab base. The Dreadnought then stomps out the last scarab.

Who may make a consolidation move? The Dreadnought, who actually killed the scarabs? Or does "at the end of a combat" apply to all participants?
