i am going to be playing against bretonnia soon and i have made a skaven list with more anti Armour thank you can shake a lance at so here is my list i am planning to get my plague monk in the middle of his unit in cc and cast pestilent breath and that should hit all of his men, along with the softening blows of the PCC jezzails and shots of the warp scroll, along iwth that i knew that i could no get enough high strength attacks so i got a big ass unit of plague monks one with the dripping banner. i have gone a bit over the top in the extra PD due to the fact i am planning to only survive for like 2-3 turns due to the amount of miscasts i am planning to get, i am planning to get off at least 2 of the dreaded 13th spells due to the fact i am going to b rolling 8 dice per spell which means i am wither going to get like 30-40 as a result or IF.
so here is my list
40 grey seer
powerstone, warp tokens d3+5

For starters, this is an illegal list. 25% of your point allocation needs to be spent in Core choices. You have 250 points worth of slaves, which is not enough to cover your minimum point req.

I would add a few units of clanrats to the mix to meet the requirement.

You do have the right idea for fighting Bret, large blocks of infantry. They will charge, you will steadfast, and then you are free to grind them down in the ensuing rounds of combat.

Your idea with the dreaded 13th does not work as well against brets as it does against other armies. The dreaded 13th only works on infantry, and not the cavalry that usually makes up the majority of a bret list. Instead of all the warp tokens, I would add a ward save of some sort to the grey seer, maybe a skalm also.

Jezzails will not be doing you a whole lot of good. You might want to consider running gutter runners (for hunting trebuchets) or plague censer bearers (for beating on random knights).

Plagueclaw catapults are decent, but I like the rest of the Skaven rares more. (Although they may earn you some dirty looks).

Question; what point value are you playing at?

At 2000 points, you cannot have 3 of the same Rare choices.
Also a Plague priest cannot be the BSB, only a Chieftain.

As for the rest of your list:
+1 to jezzails not being worth it. I know the str6 AP shot looks worth it, but it's not. With BS 3, and how fast the Brets can close it, I think you'll find they are not worth the points. Good advice for what to trade these for has already been given.
I'd swap the 3 PCC for 2 WLC. Keep the unit of plague monks with the dripping death banner, and drop the other unit for 2 blocks of clanrats.
Next swap your Characters kit for some ward saves, as the Brets will make into combat.
Get those Plague Priest a Plague Censer. The T tests alone can ruin a Lances' day.

Cause the chicks dig it...
2000 (RT era Thousand Sons), 2000 (Undivided), 3000 (demons)
2500 (Skaven), 3000! (Chaos Dwarf), 2500 (Warriors of Chaos)

Here are my two Warptokens:

Honestly, you won't need to kit out a list to specifically fight Brettonia much. Skaven are awesome, Bretts have a hard time. That's just the way of it.

- Your Seer will want some protection. The Talisman of Preservation works well. Beyond that, I'd consider getting a Dispel Scroll or something similar to help mitigate their magic; Life and Beasts are solid Lores, and you won't want those spells going off.

- Plague Priest...as a Battle Standard Bearer? I...I don't think so. Assuming I'm right and haven't totally missed that all this time, you need a Chieftain, with the best protective gear you can muster. Armour of Destiny or Foul Pendant/Charmed Shield works for me.

- The Warpscroll is cool, but not really that effective. I'd typically run mine with a 5+ Ward and the Portents for -1 Ld. And a Censer, or a flail, at the absolute minimum. You'll really only need one such Priest, though.
And Pestilent Breath only does d6 hits when the Priest is in combat, unfortunately.

- Warlock Engineer + Doomrocket = 45pts. If it hits dead-on, you'll easily hit 9 knights, wound around 8, and kill around 3. That's a minimum of 60pts. Of course, if you're smart, you'll target his Men-at-Arms/Bowmen and kill two dozen of them, since they're the only way his army will be able to deny you steadfast. Of course, it probably won't hit dead-on, bu it'll usually be close.

- Slaves. Get them musicians. Against Brettonia, you could get them some Pawleaders, too, to absorb challenges. And don't get them shields, for this reason: one in six Parry saves make it. 6 shields cost 3pts. One Slave costs 2pts. The additional amour rarely matters, especially against cavalry. Just get more bodies/save some points.

- You'll need s'more Core, of course. A unit of Clanrats to guard your General and/or BSB would help. Weapon Teams can be devastating, too. Warpfire Throwers and Poisoned Wind Mortars.

- Jezzails are expensive and inaccurate, as state above.

- Plague Monks...I couldn't imagine needing 50 at 2000pts, let alone 100. I'd drop them down to 45-35, and only one unit; you'll need those points for your minimum Core anyway.
Also, consider the Plague Banner. If he' packing crappy rank-and-file (against Skaven, he'd better be), nothing but nothing will chew through them faster.

- Plague Censer Bearers are actually quite good as well. Small units will tear up knights pretty well for very little cost to you.

- As said above; the catapults are...not that great. For 10pts less, you cause d6 wounds, still deny armour, and hit at S2, like the catapult, or 4,6,8 and 10. Sure, it's a small template rather than a large one, but against lance formations, you'll hit most of them anyway. It's a better buy.

- The Doomwheel is mediocre to the extreme, but I'd also promote the A-bomb as a first rate monster. Easily one of the best, right up there with the War Hydra.
