I was having a look at my Fortress Europe Book and it says that a Russian tank company can add Tankodesantniki SMG teams for 15 points per tank. Can the teams jump off the tank and act like mechanized infantry or do they have to stay on the tank at all times?

If you have the rulebook, check page 181 for the full rules.

To answer your question, they have to stay on the tanks at all time. However, they may shoot if the tank move less than 6", fight in assaults (and take assault hits before tanks) and have a 3+ passenger save, as opposed to the normal 5+ save. They cannot, unlike normal tank riders, leave the tank.

Yes... and no.

Tankodesantniki from Fortress Europe act as described in the rule book. But Red Bear and Grey Wolf make some changes that are ONLY applicable to the tankos and begleits in those two books. In those two books, they're no longer teams, but are instead act more like an additional attribute for the tank.

The changes aren't really an issue until you run into a list from the new books that uses them, however.

Actually, no they don't. Some of the descriptive text suggests that they're supposed to, but the rules don't require it. And plenty of people hop them off of their tanks.

Reading the section, again, it seems that you're right.

The V3 change to tankos is already available in Red Bear.

Upgrade, not a team. Can't be killed unless their tank is destroyed, in which case they're automatically destroyed. RoF1, can't fire if the tank moves more than 6". If the tank assaults into difficult ground, then instead of moving into the difficult ground and forcing a bog check the tankos can assault without the tanks. But if the platoon takes too many hits in defensive fire then the tankos can't assault until the time comes to counterattack.
