Vanquisher gets +D6 armour penetration but it is NOT a "melta" weapon in that it does not have the "melta" special rule...so the stormraven's Ceremite Plating wouldn't affect it, correct?
This has never actually come up in game but I want this clarified.

Ever thought 40k would be a lot better with bears?

You are correct and the rule is very specific to include melta only.

The Stormraven's hull plates are designed
to protect it from the extreme conditions of orbital re-entry,
but they also serve to thwart the fury of certain weapons.
Melta weapons do not gain the extra D6 armour penetration
when shooting at a Stormraven Gunship.

Also, you don't "shoot" with Melta Bombs, so even if it did have the "melta" special rule, ceremite plating still wouldn't help.
