Oh, you really need to be more specific than that, otherwise everyone will just recommend their own favourite army.
What tactics do you prefer?
What fluff?
What looks?
Something else?
And which army has that special "extra"?
You have to work out how important each of these factors are for you.
For me personally, I don't care much for power level, and I can always adjust my tactics to suit my needs (but I like units having specialized roles). What's more, I'm a great fan of undeath and everything relating to it.
So after reading up a little on every army, I did an in-depth investigation of Vampire Counts, and found them to be what I wanted.

BTW get lizardmen they have dinosaurs.

Pick the army whose fluff you like the most. its much more fun if you really love your own fluff.

Warriors of Chaos. Good fluff, gorgeous models, really competitive army book and they give a excuse to scream"BLOOD FOR THE BLOOD GOD!!!" if you're devoted to Khorne that is.
