If I take a Lord Commissar as a separate HQ choice, since he is an independent character, am I allowed to attach him to my infantry platoon?
Also, are the "regular" Commissars for the Platoon Command squad and the platoon the same? If so, why can't the squad one take a power fist, after all, they are the same?

You can attach him to ONE of the units in the platoon, for example the PCS, Infantry squad, etc.

No, commisar /= lord commissar

I understand that the Commissar is not the same as the Lord Commissar. I was asking about the Commissar in the Platoon Command Squad as opposed to the Commissar in the infantry squad. They are both listed as "regular" Commissars. Are those two the same and why can't they take the same wargear choice?

It's a game balance thing, nd slightly goes with fluff. Line commissars dont get the best of everything, and a powerfist is certainly that

Yes, the PCS, and the PIS Commissar is the same model/stat-wise; but the wargear is different because the Sgt/Platoon Commander Wargear is different.

I have no idea why they did that, or why Sgts cannot take P-fists, but that is the way the rules are(kind of a too-bad). Honestly though, if the PIS Commissars/Sgts could take P-fists; they would be pretty ubiquitous, just like how Power weapons currently are in blob builds.

I'd wager it's entirely to do with balance. Can you imagine a blob squad with 5 power fist commissars and another 5 on sergeants? They're nasty enough with just power weapons.

A model can only take the wargear that the codex says he can take. Otherwise 100% of my guardsmen would brandish power fists.

The latter part is accurate, but on page 96; it says "The Platoon Commander and/or Commissar may exchange his pistol and/or close-combat weapon for:" then there are several bullet points, and the last one is: "-Power Fist"

So there is the entry on page 96 that says a Platoon commissar(in the Platoon command squad only, mind you) can take a power fist.

Maybe I was misunderstanding what you were trying to say with the first sentence though.
