I've heard this interpreted opposite ways, but maybe we can get a consensus here.
A Eldar Scorpion Exarch can be equipped with a Scorpions Claw (power fist) and a Scorpions chainsword (+1S), the exarch is S3 base.
Does he get S7 or S6 attacks? S3 x 2 + 1?
Which rule does this follow in the BRB pg 42. A normal and special weapon, or two special weapons? From my current understanding, the chainsword is a normal weapon.

It falls under Two different special weapons. A special weapon is anything that gives you some sort of bonus to CC attacks, whether it be +1 S, double Str, or is treated as S9 vs vehicles.

as it is a weapon that is conferring a bonus, it can't be counted as normal. normal is just a weapon that when combined with another or a pistol will allow another attack. Its a special weapon, and i have always played it that he is strength 6.

You will always get to choose which weapon he uses so if you need him to strike first instead of last in some situations however the bonuses do not stack and you won't get the additional attack in cc. I tried a loadout of wolfguard termies set up in a similar fashion before I realized I'm wasting my points by spending them on 2 cc weapons that give me an either or kind of option.
I would pick one and then do something else with the extra points

Two different special weapons.
Either the double S of the claw (and no bonus attack for 2ccw) or the +1S of the chainsword with no bonus attack for 2 ccw.
(this is why he also has the mandihat. Gives him the +1A )
