he looks fairly good, my only note is that you didn't finish the base!

Basing will make him look 3x better as an overall model.

Hard to tell from the light, but the cloak seems like it needs a bit deeper shading. He's good otherwise.

I like it, I do still think that the commander's legs are too static.

I see you've been here for a few months, now. Have you ever been in P&M? One of the most uttered phrases on Dakka is some form of "could use a wash"/"you should give it a wash"/etc. If you did use too heavy a wash, you'd probably be told to drybrush it, then give it a wash.

My only complaint is that his left arm should have been painted silver/metallic, seeing as he's a Deathwatch Veteran. That's just the fluff purist in me though.

For thirteen years I had a dog with fur the darkest black. For thirteen years he was my friend, oh how I want him back.

When I put that on him, I did not think it was a special piece, just thought it was just another shoulder piece with a cool detail.

That is some suprisingly solid looking gold on the backpack. Did you do that with standard GW acrylic paint? It doesn't have that 'sparkle' effect gw paints often do.
