Can the Howdah crew Forest Goblins shoot other enemies nearby ( who are not in close combat) even if the Arachnarok unit is in its own Close combat? Or do the Forest Goblins have to attack the more immediate threat of whomever is in close combat with them?

Also whether they are in close combat or not, can I still choose to have them use their short bows ( the idea that they are shooting down at the enemy from the Howdah) or do they have to use spears? Big difference between rolling for their BS and rolling for their WS against the enemies WS.

Are the Goblins allowed to shoot at the enemy ( when the spider is not in close combat) when it moves without modifiers? Do they get any bonus for being as high up as they are? Being up in the Howdah being considered " High Ground".

Quick question for the Arachnarok Spider itself, it's an Obstacle Strider, so that means it can move over any obstacle without any dangerous terrain test, correct? Is that ANY obstacle or any obstacle within reason? For example it can't go over anything considered "Impassable Terrain", right? Like a Huge Mountain structure. Or could it?

On the perfumed wind

I think you're making this a little too complicated by creating rules that aren't there. It may look like the crew should be able to ignore what's going on below them, but they can't.

1- Units can't fire missile weapons while in combat (with the exception of a few units, like the steam tank).

2- You can't use ranged weapons in close combat.

3- No bonus for being high up, beyond true line of sight bonuses.

4- Obstacles are a particular terrain type. Walls and hedges and such.

“It was in lands of the Chi-An where she finally ran him to ground. There she kissed him deeply as he lay dying, and so stole from him his last, agonized breath.

On a delicate chain at her throat, she keeps it with her to this day.”

So for example 3) can mean you are shooting over an intervening unit, rather than through, thus not suffering the -2 penalty for hard cover

Obstacles are defined in the Terrain section of the rulebook
