Here's the scenario with my quandary. 2 squads are locked in combat. My Nobz and his Terminators. If another of my opponents unit charges that combat after the Nobz and Temies fight, could my Nobz make a second attack on the new unit, in initiative order? Even if they've made an attack already in that turn?

No, you only get one attack per player/army in each assault phase.

I have found again and again that in encounter actions, the day goes to the side that is the first to plaster its opponent with fire. The man who lies low and awaits developments usually comes off second best. - Erwin Rommel

You make all charge moves and reactions, THEN you fight all combats
From what you are describing you are attempting to charge unit A into unit B; fight their combat, and then charge unit C in during the same assault phase. This is not how the assault rules work.

IDK if its RAW, but where I play you make all Assault moves before doing anything else in the assault phase. This way there are no problems such as finishing one assault and then having another unit assault the unit .

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

You make all assault moves, then you do all assault combats.

So if, in one assault phase, your Nobz and the termies fought, and then he charged in again later - you played it wrong.

You'd have to split the attacks, however, all models in base contact with only one unit must attack that unit. Same for models not in base contact with any enemy models. If the can only reach one unit, they have to attack that unit.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.
