1. Do people think you can sweep attack units locked in combat and why or why not?

2. If you use mindshackle scarabs on a model that goes after you in combat, is there anything to prevent your opponent from allocating wounds to that specific unit so that it dies before it attacks its own squad? Would they have to state which die is for which unit when rolling for saves?

1) Yes, because the SA rules are very clear on what they CAN affect, and this is not limited by saying "unenaged"
