In the right context the elites and the fast are great

combimeltas in the rhinos would be great, as well as something like a
ML as to add flexibility to the squad.
Two foot slogging tactical squads are bad, especially in this list. Does your tournament have any special missions needing scoring troops?
So I think you'll need three tactical squads for scoring purposes, you can save the points for elsewhere. The third squad should have a rhino if only to support the 'raider.

ML, rhino, combiflamer,meltabombs, powerweapon might be good to have a rhino dedicated to antiifantry

The captain doesn't do enough for you, try a librarian.
The other obvious choice for this list is Vulkan.
Vulkan is too good to miss for the list you wrote.
If Vulkan then all spare points go on landspeeders. Probably changing the preds to lascannon/autocannon to give a little covering fire, then changing the dreads to multimeltas and heavy flamers maybe in a drop pod or get some sternguard in a rhino with flamers/meltas. Else maybe drop preds altogether, let the current dreads be the long range threat and take tons of speeders.
If you haven't chosen Vulkan then preds would be better as autocannon with las sponsons.
If you have stuck with the captain then go for a tooled up command squad in a rhino or even a drop pod. They are hard to shift and can be armed however you need them.
There are too many possible changes but make sure everything works together. Though I think you'll love Vulkan given your current list
