I'll be hitting some tournaments soon and have put together this new list. I've never played in a tournament before so I tried to make a Take-all-Comers list. Thoughts? The Captain will join the terminators and it all comes to 2k pts even.

In the right context the elites and the fast are great

Troops:
combimeltas in the rhinos would be great, as well as something like a ML as to add flexibility to the squad.
Two foot slogging tactical squads are bad, especially in this list. Does your tournament have any special missions needing scoring troops?
So I think you'll need three tactical squads for scoring purposes, you can save the points for elsewhere. The third squad should have a rhino if only to support the 'raider.
So flamer, ML, rhino, combiflamer,meltabombs, powerweapon might be good to have a rhino dedicated to antiifantry

HQ:
Now is a good time to think about HQ.
The captain doesn't do enough for you, try a librarian.
The other obvious choice for this list is Vulkan.
Vulkan is too good to miss for the list you wrote.

If Vulkan then all spare points go on landspeeders. Probably changing the preds to lascannon/autocannon to give a little covering fire, then changing the dreads to multimeltas and heavy flamers maybe in a drop pod or get some sternguard in a rhino with flamers/meltas. Else maybe drop preds altogether, let the current dreads be the long range threat and take tons of speeders.

If you haven't chosen Vulkan then preds would be better as autocannon with las sponsons.

If you have stuck with the captain then go for a tooled up command squad in a rhino or even a drop pod. They are hard to shift and can be armed however you need them.

There are too many possible changes but make sure everything works together. Though I think you'll love Vulkan given your current list

If you don't want to take Vulkan, consider a Relic Blade on your HQ instead of a THammer. You only loose 2 str but now swing at initiative.

The Tourny I'm prepping for is the NOVA Open.

I took a hard look at Vulcan because I've always kinda been against using characters from other chapters since I use Ultramarines from a fluff stand point but Vulkan is just too dang good to pass up for a tournament.

SO

I took out the Captain and the fourth Tac squad. Added Vulkan, a third MM/HF Speeder, Las sponsons on the Predators, MM's in the first two Tac Squads, and a MM on the Landraider. The third Tac squad with the lascannon has a purpose in my tactics and there isn't really points to put them in a Rhino.

I played around with putting the Dreads in drop pods with MM/HF loadouts but I would have to drop the las sponsons on one Pred to HB's and it would mean a very different play style that what I want. Maybe I'll play some test games with them since do have the models. Thanks for the advice!

Not sure what NOVA Opens rules are on counts-as models for independent characters as long as the model is WYSIWYG cause I don't like Vulcans model at all...

I'd drop the lascannon sponson upgrade on at least one pred to buy a rhino or drop both to get a razorback and then combat squad the tac squad.

Secret tactics for foot slogging tactical squads. You will not tell us before hand but I am sure you have something big up your sleave.
I have left tacticals back with dev. squads before, not really sure loose troops fits your armour list.
Are you sure 5 scouts can not do what you need?

I really would want 3 rhinos to keep themselves on track and the 'raider alive.

Also with a vulcan list you should still have a little bit of ranged fire power, it looks like you going down those lines anyway
