I like the look of the models of the tomb kings and skaven but im not sure which of the two armies to collect

Skaven or tomb kings which one should I collect and why?

Which army is the quickest to paint?

Which army is least exspensive?

They're both horde armies with a smattering of eleite units. They're both going to be expensive.

Depending on the level of detail you want to get into, they're both very easy to paint. Tomb Kings can be speed painted by spraying them bone, picking out details, and hitting them with devlan mud. Skaven can speed painted by spraying them a light - medium brown, picking out details, and hitting them with devlan mud.

If you want to get into more detail, Tomb Kings win out die to being mostly bone and having less detail to pick out.

If those are the only criteria you have for picking an army, I'd say you have a conundrum on your hands.

Why what else should I take into account? And I couldnt think of any other questions.

^yah, he said most of it.

You can get sorta cheaper with Skaven because you can make your Core units have weapons teams, which are a bit more expensive.

The most important is which has the models you like. You can make a decent army out of anything, but if you don't like the models, you'll probably hate painting them. If you like both, look at the entire range for them. Look at which has the big, centerpeice units you like, like the scremaing bell and the warsphinx. Which has the special units you like.

Also playstyle. Do you want to play warmachine heavy? infantry heavy? lots of ranged attacks?

Different armies play different ways.

Look at the range of models for each army. Which ones do you like more and which ones do you think you'd enjoy painting more? Those are the only real considerations, imo.

Tomb King standards are 4 pts, right?
I dont know for Skaven, but they can do their elite (Stormvermin) as troops.
Screaming bell can easily be 450 points or higher.

Tomb Kings are generally harder to play then Skaven due to more tatical planning needed. Skaven if it's your first army due to IoB.
