So I'm sleepy and flipping through my BRB before work to refresh on things and I read preferred enemy and notice that it never specifies to re-roll "failed to hits" (such as a dreadknight's greatsword) or "all hits" (such as a sorcerer with warptime). Now I've always played preferred enemy as a re-roll failed to hits, mainly because everyone else at the FLGS does and from the description it always seemed to make the most sense. However, (and as I said...this is early morning so if I'm off in left field please come find me and take me home) after reading the actual USR it seems like someone could make a valid argument about what they would allow to be re-rolled. Anyhow any thoughts or if anyone else plays this differently I would appreciate your advice. Good gaming to you all!

technically, they would allow you to reroll your successes if you wanted to.
But I can't think of any situation where you would want to.

I appreciate the feedback. As I said, reading the rulebook while tired so jumping to silly ficticious scenarios that have never actually happened. I've never seen anyone bring up the point I made in my original post, I just wanted to see if anyone else had and how they concluded the matter. Personally though since it doesn't specify I stand behind Nos' opinion of "re-roll whatever you want", which may be successful hits if they are trying to stay locked in combat for another turn to possibly avoid getting shot. Anyhow, appreciate the help as always.

As Black Templar players we will often use this to ensure we win close combat on our opponents turn so we can move and then assault on our turn, wash rinse repeat.

That is one situation where it could be useful. of course it only works if you have preferred enemy(which the BT can automatically get)
