Here is my current *best list* for 2500 points and looking for what tweaks or small purchases I can go out to make it more effective. The rules of the army I am playing is A) no armor, B) FNP bubbles for all and C) Can deal with armor (lets ignore the MEQ killers which is GK for a minute).
HQ
Librarian - JP - Sheild/UR -125
Honor Guard - JP - Melta x3 - Blood Champion - 215

Techmarine - JP - Combie-Melta (Steve the suicide tech marine) - 60
Sang Priest - 1 vanilla - 1 JP/LC - 140
Sternguard (9) - PW - Plasma gun x 2 - combi-melta x 2 - 270 (last unit I added, could potentially be useful midfield or really a waste of points)
Troop
RAS (10) - JP - PW - Melta x2 - meltabomb- 230
RAS (10) - JP - PW - Melta x2 - 225

As it stands my list depends upon weight of force from many bodies and no super expensive options... the current unit that sticks out as a sore thumb is the Sterguard unit, but they have great potential being either a forward annoying unit in conjunction with the RAS or a counter-assault element for my devastators and scout squads...

Powerfists would be better than powerweapons. LC should not be needed on the priest. The two LC with the devs should not be needed.
So then we have 3 units that stick out.
Steve - I want someone to field a techmarine with harness and a bike. I can understand his set up but just do not feel it is needed or that it is a good use of a KP.
Then 10 scouts - you 5 to make the dev. squad but of the army scoring. This unit is well set up to be a nuisance to the enemy but it is just expensive way of doing it.
Sternguard - They do not fit the list. It is hard to fit them into any BA list.
Replacements, I would think about the following:
Vanguard or san. guard - You have no true cc units without one of these guys.
Another Librarian + honour guard - Both can be tactically amazing. They're some of the most flexable units.
Priest on a bike - You'll probably want better FNP coverage. He hang with bikes so he'll not die.
bike squad - these can shield your attack bikes and still pack a good punch.
More attack bikes - this will help your current bikes perform better.

- Powerfists to Powerweapons are always a good argument and one I understand.
- Removing Lasscannons for ML can basically pay for the PF upgrades, the reason I grab them is that a str 9 shot at BS 5 is a reliability thing (but not arguably cost effective).
- I agree about possibly taking another Lib + Honor Guard at this point level. There is a reason I mag my HG's arms, they can take almost anything. If I took a second HG I could drop the JP priest and Sterguard for about 360 which is more then enough for another Lib and HG... I like that.
- Priest on a bike has always been something I been interested in but seems like a huge point dump.
- If I ran more attack bikes (say bought 2 more) I am split on running 3 squads of 2 or 2 squads of 3... I am more inclined to the former.
- Sang guard and VV are amazing CC units... I cant justify Sang guard due to their lack of invuln save and what you would toss them at would likely be taken just as easily by a full RAS with a liby. The VV are a option for interference but for them to be effective (and potentially a Invuln save) they are around 250+... hrmmm Automatically Appended Next Post: *on steve: He is purely a suicide unit at 60 points and given his nature he is often a 1 for 1 kp trade (1/3 of games), worse case I can always tuck him in the Librarians squad to make it a bit harder to get...
However it seems you like the idea of a bike squad (techmarine/priest+bikes) which I love but are honestly just too cost intensives to run imo...

Right, ok, here we go:
Librarian is sound.
Honour Guard don't need the blood champion. Not worth it. Let them shoot stuff and assault after, you're going for tanks with melta anyway.
Techmarine is utterly pointless in a none mech army, spend those 60 points better else where.
Priest doesn't need a lightning claw. You never want your Priest is base contact as he can be picked off in assault. Your game is feel no pain for everything, well you won't get it if your Priest is dead.
Sternguard do not suit this list. They need a transport to get into range, which you're not using, so I would drop them.
Switch your power weapons to power fists as you can assault a vehicle if you fail to pop it and smash it with a S9 power fist. You take power weapons on your flamer units as you will be assaulting after and will have a S5 power weapon.
You do not need 15 Scouts. You only need 5 for objective holding. Replace the other unit along with the Sternguard and Techmarine for another Assault Squad.
Attack Bikes are ok.
Devs you only need in squads of 5, any after is a waste of points and making the unit cost more.

I think that if you want to take a Techmarine, hazal has hit on the way to do it. I'm not completely convinced that it's worth 60 points and an Elites slot, but if he can usually bolster the cover save of all three Devastators it should work, so long as his typical opponents don't run stuff that can quickly threaten his squishy firebase.
I would guess the one Melta shot is worth something like 20-30 points on its own, so he's effectively paying 30-40 points for Camo Cloaks on 3 Devastator squads, which I would do in a heartbeat if it were a standalone proposition.
I do like mercer's list, but I believe it's 80 points under.
