I was wondering if a Techpriest Enginseer be your only IG HQ, even though it dosn't take up a FOC slot. I know that the Black Templars "Emperor's Champion" can do this. Does the apply to the Techpreist?

Tech Priests do not count as HQ for the purposes of making an army or filling out the force organizational chart. They only count as HQ for the purposes of deployment and unit type for objective "Control" [contesting but not holding] so I would say no.

The FoC only cares about 1 compulsory HQ selection, and 2 compulsory troops selections.

So the answer is Yes, Techpriest Enginseer can be your only IG HQ.

So if you have 1 HQ and 2 Troops, weather they actually fill a slot on the force org chart or not, you have a legal army composition.

This person speaks the truth, it's exactly the same clause that lets the Templars get away with it too.
