Does Al'Rahem's special order "like the wind" let you shoot heavy weapons then move? I would say that it does since you can't move then shoot heavy weapons, but this order lets you shoot then move. Am I correct in this instance?

And I assume the heavy weapons still can't be fired if the squad already moved? "Like the wind" only gives some extra movement after shooting, it doesn't override anything else that might apply.

Right. If you stood still, you can shoot heavy weapons and then move d6". If you already moved, you can shoot any non-heavy weapons and then move d6".

Well, the order goes off before the shooting phase. the Movement phase happens before shooting.
So, if they didn't move, they could fire, then move after firing, per the order.

Alarming rick - incorrect, the order goes off AT THE START of the shooting phase, before all normal shooting / running, like all guard orders

Before would imply in the movement phase, as that is the only thing before the shooting phase. Just makes it clear
