If you're firing a weapon with rapid fire do you have to declare whether you're firing 1 shot past 12" or 2 inside of 12" before measuring to make sure you're in range?
The way i read the rules is that you declare you're firing the weapon(s) and then measure, if you're outside 12" then you shoot just 1, if you're inside you shoot 2.

Your reading is correct
You haev NO choice EVER on the number of shots you fire in the shooting phase when using a RF weapon. When inside 12" you will always fire 2 shots, when outside of 12" you fire 0 or 1 shots, depending on whether you moved or not

Nosferatu has this right. (Of course he does). Just declare your target and so long as at least one model is valid for shooting, the rest may fire at whatever range is available for them. Unless I'm right up on someone's nose I rarely get rapid firing with every single model, but the majority of the unit is usually in.
One of those sweet spots in the shooting rules, lets us squeak by with just a 'little' extra in this case.  Enjoy.

First you declare your target. Then check range. Models that are within 12" of the target fire 2 shots. Models farther then 12", but within maximum range fire 1 shot. If any model in the unit moved in the movement phase then the range of your weapons is reduced to 12" and you may only fire the double shots(if you are in range)

only weapons or units that have special rules that require you to declare what you are shooting before measuring (such as missile launchers or sternguard using special ammo) do you declare before, otherwise you follow standard shooting rules .
