I know that Krieg don't have one, at least not in use like most Regiments because of "never retreat" doctrine. I also heard that Cadians use them rarely because of their discipline.
Is there other Regiments that use Commissars rarely? It is my opinion that Elysians don't use them either being in small numbers per Regiment and Drop Troops.

To clarify, with regards to Krieg, they do make wide use of Commissars but because of the Death Korps incredible discipline etc, the Commissars job is not to punish infractions but to prevent Krieg troops from being too zealous (stopping them from throwing away their lives pointlessly) and to liase between Krieg regiments & others.

This is a first one I heard about them, they usually go the other way around.

It's in the first part of IA: Siege of Vraks. Because Krieg soldiers are so eager to sacrifice themselves for the God-Emperor they might throw away their lives when it would achieve nothing. Commissars curb that overly zealous nature and remind the officers of the grand objective/situation/strategy.

Codex:Catchans had a rule where you had to test whether the Commissar had suffered an 'accident' before the battle. It then went on to say that Commissars had an extremely high accident rate in Catachan units, because they didn't really like Commissars.

From the 5th Edition IG Codex:

"At least one Commissar is assigned to every regiment, and most will have several who remain with the regiment throughout its duties."

That suggests that, while some regiments are known for having few commissars, there are not supposed to be any with none.

Driven away from WH40K by rules bloat and the expense of keeping up, now interested in smaller model count games and anything with nifty mechanics.

Ya, pretty sure it's munitorum regulations that you must have a commisar. That being said Catachans have the least because their's are so accident prone...
