Pick any codex you like and produce a legal 2000 point force with the smallest possible model count. You may run slightly under 2000 points, but a minimum of 1986 points in your list please to qualify (otherwise deliberate underpointing may creep in).

Overloading on upgrades is fine of course but no useless upgrades are allowed (eg GK vehicles may take Warp Stabilisation, but that's only useful if one of your HQ's is a Librarian with summoning, equally no taking psybolts on models that can't benefit and so on).

Stormravens just pip Redeemers and the GM easily outstrips maximum librarian points. although a Librarian can be costlier than Draigo, he's needed to make the paladin-apothecaries troops.

18 Models. Crons kind of "suffer" in this exercise as they can't avoid 10 models from the troops.

Since the OLs will have phaeron we'll assume he is attached to the Gauss Immortals so that it's actually doing something. I don't have my dex in front of me but I know it shouldn't be difficult to make 3 C'tan come out to 750.

One C'tan with Gaze of death and transdimentional thunderbolt is 280, so 840 for 3 of them.
