Are the weapons that come with the Chaos Havocs made of metal? The only thing that is preventing me from buying them now is that fact that I'd have to deal with assembling plastic and metal together.

Plastic Marines, metal weapons. It is a nightmare and I urge you to avoid it. Get the Space Marine Devastators box instead and kitbash it with Chaos parts, or wait til there's a plastic Havoc box at some indeterminate point in the future.

Would slipping the Slaaneshi vox-caster unit on the end of the plasma cannon look like an acceptable Blastmaster-counts-as-Autocannon?

There is no plasma cannon. Do you mean the lascannon? The big ugly Slaaneshi thingy you're thinking of will probably look kinda goofy. Best way to make autocannons for CSM is to get their heavy bolters, cut off the barrel, and glue on the autocannon barrels from IG Sentinels.

Thought you were talking about the Havoc box! Yeah, there are two in the dev squad box. I think it would look kind of odd though.

I've never seen a Devastator Plasma Cannon in person myself, so I wouldn't know the real size.
