I am building a Necron overlord right now and I have the choice between an arm with a resurrection orb, or an arm without one. I already have a Necron lord with one, so should I give my overlord a resurrection orb as well?

It would depend on your list. For example, in mine I have an Overlord and a Necron Lord both with Res Orbs for my two warrior blocks because I want them to be survivable to hold objectives. If your lists consists of MSU warrior units of 5 or so, there's not much point in having a Res Orb at all. It's a lot of points and is only really of value in a unit which is large enough that it won't be wiped in a turn of shooting.

A popular Overlord config is to put him in a Command Barge with a Warscythe. In this situation the Orb is useless, so I'd suggest building him without (that's how I've built the one I'm painting now). Especially given that you already have a model with an Orb...

I say put an arm with a res orb on anyway. You may change your mind later and have a list that calls for one.

Depending on how many barges you get, this may not be an issue. A lot of people are getting 2-3 Annihilation barges, on top of 1-2 CCB You end up with a lot of Overlords, in which you can choose to have the Orb or not.
