I think it is important to make a list that suits your style, that you know well and you've had experience of the units. There are people who take a net list and then complain they can not win. Especially with vanilla there are many directions you take and make a competitive list, vanilla marines can make it to just about par with the 5th ed codices(leaving
SoB and 'nids well behind.)
Having 3 tactical squads are a bit dull. Filling one of the rhinos with sternguard would be more fun as you say.
Firstly you need the typhoons for a long range threat. 4 missiles may not sound like much but shooting down a stormraven, this is an example, early doors will win many a battle.
Otherwise the list is mostly in order, everything charges forward with everyone supporting each other.
I would have combimeltas and meltas for the rhinos. I think 2 melta rhinos and 1 flamer(with combimelta?) rhino to give a spread of antiinfantry and antimech as is needed.
Then the extras you may need are dozer blades depending on your gaming group and a powerfist to not autodie in
cc.
The teleport homers are a little excessive, if you had a teleporting unit which didn't have ranged weapons or had multiple units to come down, or were playing high number of points then maybe these and especially this number would be good.
Siege shields for the vindis may be good and look the part.
Your termies could be better with
CML or assault cannon. They would both make the squad more flexible in choosing targets and the
CML gives a long ranged attack.
Unless a landraider is just passing by the chainfists will not be needed.
I would also cut the number of models down just to get things like the combimeltas and meltas.
What powers are you going for the librarian? I would think about gate and nullzone. Also maybe a stormshield would be a wise investment, in
cc he can be targeted by forceweapon or something he can not cancel and be instant killed if he fails his 5+
inv. save.
Good luck. I think you are going to learn how to use tactical squads well playing the campaign, how is that bad thing
