Hey,
This is one of the first lists i have ever built for my guard, I have now enough to make 1500 points barr 1 squad so i'll see to that if the list is good:
HQ
Company command squad w/ power weapon, medipack, Heavy flamer, Regimental standerd, meltagun, krak grenades - 140
Lord commissar w/ Carapace armour, power weapon, plasma pistol - 100
Troops
Chenkov - 50
Platoon command squad w/ 4 meltas, Power weapon - 80
Infantry squad w/ power weapon, melta - 70
Infantry squad w/ Power weapon, melta - 70
Heavy weapons squad w/ 3 autocannons - 75
50 conscripts, bring in the next wave - 275
Veteran squad w/ carapace armour, 3 meltas, demolitions, power weapon, chimera - 195
Elites
Storm trooper squad w/ 2 meltas, power weapon, 5 extra men - 195

That one vehicle will attract so much fire power it's not funny. Also, are you sure that's 1500 points as it doesn't seem like it since you don't have any vehicles apart from a chimera. I'll let the other boys sort the rest out as I'm just gonna laugh at this list.( No harm mended, I use to make way worse lists and think they were awesome and also then wondered why I lost all the time) It's just part of learning this game.

You can not buy Chenkov the PW in the PCS, so your list is illegal in that reguard. The Named guys can not be given more equipment they what they already have.
A Chenkov based list is kinda tricky, because the goal is to wave assault conscripts. Because of where the 'Next wave' arrives at (at your rear edge), your kinda throwing away any ICs your throwing in with the conscripts. You actually don't want ICs in Guard melee units because they can easilly be targeted and taken out. The best one to do this with is probably Yarrick because he is sooo hard to keep dead, but I think Yarrick works best with Ogryns since he doesn't have the 'Execution' rule. Besides, Chenkov makes all friendly units within 12" of him Stubborn.
I also consider that Creed and Kell in a CCS can really make Conscripts more 'destructive' as Kell can use Creed's Leadership 10 for Orders and Creed has a 24" range. 'For Cadia!' to make them Str 4, Init 4 for CC or 'FRF, SRF!' to give their lasguns more shots helps alot.
If you have 3+ units your brining in from Reserves, consider a Astropath. I would drop the Medic, heavy flamer and other over priced kinda crappy equipment.
I think you should run two Platoons and get some heavy weapons to cover your troops and give you some long range AT till your Elites come in.
CCS - 280pts (man, this is expensive!)

Chenkov, 3x Melta guns, Flamer
PIS - 120pts (Blob 1)
Commissar, 2x PW, Melta gun, Melta bomb

AC, 2x Sniper Rifles
PIS - 120pts (Blob 2)
Commissar, 2x PW, Melta gun, Melta bomb
PIS - 75pts (blob 2)
PW, Melta gun, Melta bomb
50 Conscripts - 275pts
Send in the Next Wave
LC HWS - 105pts
LC HWS - 105pts

AC HWS - 75pts

Creed issues 4 orders a turn, Chenkov issues 2, other PCS issues 1, but probably isn't issuing anything. Creed can give 4 units (including his own CCS) 'Bring it Down!' to the 3 LC HWSs and 'Movex3!' to the Conscripts. Chenkov issues 'Movex3!' to the Blobs. All the HWSs need to be in cover and it would be good if they are within 12" of the CCS for the Standard re-roll for Morale. The CCS should be up forward in the middle in cover to give that 24" Order range the biggest spread possible. Issue 'For Cadia!' to all 3 attacking units. Try to keep Chenkov out of combat, but keep him within 12" of the Conscripts to make them Stubborn. The blobs don't care as they are already Stubborn from the Commissars and Ld 9 for Orders.

Yeah the LC will die permanently if you kill the conscripts unit with him in it.
Some things you can safely drop:
-power weapons
-carapace
-medic, plasma pistol, heavy flamer
-extra storm troopers
This is like 300pts of stuff that's not doing anything. I guess extra storm troopers *could* give you an extra shooting phase with the meltaguns, but at almost twice the cost I'd look elsewhere.

i am loving the advice, today i played this list and the other guy gave up turn two - i see what you man about the heavy weapons squads, i defiantly need more. creed and kell are also good, i do want some storm troopers, their the only mass fire with a decent AP

STs have certain roles.
Me, I prefer my STs to use Airbourne Assault, but you can't depend on that for your AT as it is not on the board Turn 1 and still has to DS in. So I use my STs to suppliment my AT, not depend on them for it. Your right that the Hotshots are AP 3, but they are still only Str 3, and everything that wears power armor (besides Sisters of Battle) are T 4 or T 5, meaning your having a hard time to wound.
Recon is ok, as you can Scout move up an extra 6" (Can't be within 12" of the enemy) or come in on the board outflanking vs DSing in. Ignoring terrain movement penalties is so-so IMO.
I see alot of people using them with Infiltrate, but just remember you /can't/ Infiltrate in a transport Vehicle, even a dedicated transport. Best use for this IMO is start out 18" away in cover with Plasma guns and use it to tear up a infantry squad.

I like your list but i do think i don't need so many HW teams, i'd probbaly go 3 which leaves me 105 points, some of which i want marbo in which then leavyes me 40 to spend on upgrades or something.

If you do that, I would suggest a Officer of the Fleet and give your AC PCS a Plasma Pistol. You can also get 4 bolt pistols for your blob Sergeants and a bolt pistol for a AC PCS, but I would totally get a OotF.
You don't want to give your Commissars or Sergeants Plasma pistols in the blob because there is a chance the Commissar might execute a sergeant and 'Gets Hot!' is about the only way to kill off your Commissar to screw your blob. I am personally willing to risk 15pts on a execution, but not 25pts, specially where now /both/ can happen and I could easily lose all 3.

You can not buy equipment for Creed or named characters unless it is an option in their description, so you can't have the PW in the CCS. Your CCS is also 300pts, not 250pts. I added up your list and your list is 1550, so your mistake on your CCS is effecting your whole list.
You need to lose the Lord Commissar or Marbro. Then you can fill back out your list, since you stole points from here and there like the power weapon from the PIS, the sniper rifles from the PCS, and upgrade that last flamer in Chenkov's unit to a Melta, much less your CCS and it's two wasted special weapon slots.
Since your running Conscripts and if you want to give them Orders, you will have to keep Kell. Otherwise I would drop Kell for the Lord.

I think the list I gave you should give you the best chance to do what you want to do with Conscripts. If you want to drop a LC HWS for Marbro, you can use those 40pts and do something like upgrade the Sniper Rifles to Plasma guns or whatever, but I would not start sacking more things to add in something beyond those 40pts.
