I heard about a space wolf book where it tells of a world that is caught in a time loop that where Orks and Space wolves have been fighting each other for thousands of years and each time one wins time reverses and reverts back to the beginning and they start fighting again.

Are you sure you don't mean a story in the Ork codex where a WAGGGHHH was lead into the Eye and now the orks are fighting a perpetual war against a Greater Daemon of Khorne?
