I truly dont get it. most people have told me he is terrible, but from what ive honestly seen and experienced he kicked ass only. a power klaw with 4 initiative doesnt sound to bad to me. in fact its saved me a lot. but i am opinion to hear about other people. why do so many people thing hes so terrible? or good? just honest opinions here.

It's great for the turn he charges, but after that he doesn't have a power klaw at all, just close combat weapons. Also it encourages deepstriking towards enemy units so you can charge them. You know what happens when you try to deepstrike close to enemy units? You mishap and die unnervingly often.

His unit is forced to deepstrike.That means that if it scatters, your unit is pretty much dead. If you want to go a safer route and only have a 5 man unit incase if it scatters, well having a 5 man ork unit doesn't really work good, especially if you choose to get d3 casualties.
Still, the guy seems like he's fun as hell to play with in friendly games.

The biggest strength of Ork squads is the power klaw and he removes that after turn 1, removing the attrition effect they have. He essentially neuters the unit past the initial charge.

I don't have the codex in front of me but, I have posted about Zagstrukk before. I believe it says that he can use the power klaw at initiative when he charges, not just in the first turn only. And since he deepstrikes if he charges into assault the turn he and his squad arrives his squad takes D3 models off, so take 15 or more. Any turn after when the squad moves they get an extra D6 movement. Of course without looking at the book the exact wording may be off, but I have been playing orks for years and with Zaggy for quite a while, but that doesn't make me an expert either.

He doesn't have a Power Klaw, he has Da Vulcha's Klaws, which counts as a PK at I4 only when he charges. No permission to use them later as a regular PK at I1, which is why he is given 2 CC weapons.
I have started using Stormboyz in larger point games in a secondary Kommando role. Now I have 2 units that can threaten any part of the board I feel like when they come in, and it increases my chances of getting at least one of them in every turn. Kommandoz by themselves are not reliable enough to arrive from Reserves. I have never tried to assault with Zagstruk the turn he comes in. I land him behind cover or out of LOS. Stormboyz have a guaranteed 19" assault range. With a regular Nob, I only take like 15. With Zagstruck, I take the full 20 because of his other Special Rule, Violent Temper. They are not Fearless under 11 models, but they autopass failed Morale Checks for the cost of 1 Boy, meaning they don't run and don't take Fearless wounds. Great staying power to hold some fools down, giving the Battlewagon Boyz time to get stuck in. They are also highly convenient to contest those 3rd floor objectives.

when you say higher point games when exactly is that? cuz i have this 1500 speed freaks list im tryng to decide taking him with or not

Ghenghis Jon you might want to re-read the entry again. It says nothing about reverting back to I1 after the deepstriking. It says Zagstrukk can use the Da Vulcha's Klaws every time he charges into close combat, but if he gets charged then he doens't get to use them. So, the key is to always charge first, which is basically want you want to do in any situation.

He's not charging the following turn if they're locked in combat, thus it works only on the first round.

For 28 additional points over a regular PK nob with similar equipment he's a steal!
Don't forget, on top of making the unit better than Fearless and an I4 PK he also has an additional attack, WS, and Cybork Body.
