Yes, that's fine. If you're targeting the vehicle you do need to maximize coverage on the vehicle, though. So if you have any LOS on the troops at all, you want to target them to maximize your hits.

You must maximize models hit (regular unit)/coverage of hull (vehicle) of your target so in this scenario hitting more than one model in unit (if any) is very unlikely.
