So it's pretty cool to run a few penal legion squads, because then you can sometimes sort of maybe get knife fighters for one squad and they're actually useful in some cases. That said, I think you have:
-too many penal legionnaires
-too many storm troopers
-too many reg. advisors
-too few guns
-too much bling on your tank and commander

You can not Infiltrate in Vehicles, page 75, BRB, last paragraph under Infiltrate.
Fluff lists are fluff lists, so all advice to make it more competitive has to fight against fluff, and most fluff is inefficient, thus not competitive. *shrugs*

It looks like you're lacking a PCS? or are there no upgrades to them?
Edit:
If you're going to run an Executioner, you might as well go for the Plasma sponsons.
Edit 2:
I think i'd go a different route than the Executioner after rethinking it. 1 AV14 vehicle won't last
long at 2k. Why not go with something like Medusa/Manticore to give you the AV you need? I
realize you lose Pask, but you might free up enough points for 2 more AV 12 vehicles. You would
save 290 dropping it. that's 2 Medusa or 2 Basilisks with a few points left.

Summary: I'll be adding a link to the Backround page for this army shortly (which should bring some more sense to it's makeup). They're basically meant to function as a light infantry force, and so will naturally suffer against mechanized armies. The hope, is that this army can perform well against foot armies, hordes, and hybrid lists.
The Penal Legion and Stormtroopers both allow flexible deployment options for a large chunk of my force, and the Regimental Advisors allow my Reserves to come in more efficiently as well as in a timely manner. The Lord Commissar purely exists so that he can be thrown in with the Platoon in cover, to provide a 3+ save to the models.
The one tank, exists as infantry support, and anti-transport capacity.
I currently have to only purchase 4 more Chimeras, and this list is entirely complete as is! C&C are welcome.
I like the penal squads. Been running one in my 2000 point list. The fact that they are a pretty easy choice, no gear options is nice. The fact that they are stuborn helps guard alot. Those guys can tie up better close combat units for a long time.
Lets look at that tank. Pask, Bolter sponsons, cammo netting, heavy stubber. That is a total of 100 points. Toss them. Pask is worthless on template weapons, one inch less scatter is not that important. Go plasma sponsons instead. 60 points left over.
60 points, to go along with fluffy stuff, that is a 6 strong ratling squad. Fun to use, not the best unit but, pretty good. Also, 10 man storm trooper squads is alot, when only 5 can fire out of a chimera at a time. Get rid of 15 storm troopers and you suddenly have 240 points, add in those 60 and now have 300. Upgrade the Lord Commissar, Carapace helps, melta bomb, power weapon, Plasma pistol: 115 ponts. Give him a Chimera, another 55, 170 points. Still 130 to do with as you please.
Once again, these are just my opinions. I like the fluffy, but, the storm troopers and pask seem a bit too much of a point sink.

Well, I knew you needed the PCS. I just wasn't sure you included it.
I think i'd like the Hydras(2) over your Paskterminator. if you swithced to 2
Hydras, you still have 140 points left. Not having alot of extra bodies would
make 3 hard to protect. would Vendettas not "fit" your fluff?

Looks better now, but the exterminator is still just too many points. You can drop the sponsons and stubber and still take out nearly any light vehicle in the game with one salvo. What's your plan to get cover for it, since you're paying for camo? It's not in a squadron so you can't do the old 25-100% cover trick, you can't do the smoke thing, you'll have to obscure the actual one tank to 50% to claim cover.

The Exterminator, big difference there. I like that tank, however, not sure if Pask is an answer for it. I think you should go down to 5 man squads for the storm troopers. Like I said, alot op points.
