Im no expert on fluff..but I have never seen an IG ranking system breakdown....
I would assume that there are ranks in between those you listed but none that really make any in game importance
Troopers/Corporals make up a section led by a Sergeant
Those squads form a Platoon led by a Lt, while those Platoons form a Coy under a Captain...its really all the ranks you need to make a paper working Company

As to Colour Sergeants...(going off of Kell)
they appear to be the same as a real world colour sergeant
(now Warrant Officer or Sergeant Major in the Canadian Forces...or a rank above Sgt but below Warrant in the British Infantry) In the past they were the NCO who held the unit ensign in the line infantry.

Know thy self. Everything follows this.

I would put Kell somewhere around the rank of 1st Sergeant. The 1SG is the main NCO in any company in the American Army. His job is to be the top enlisted member of the Company and to keep good order and discipline in the unit. Usually, the 1SG accompanies the CC (company commander, usually a captain).

The Master of Ordnance, Master of the Fleet, and Astropath would be Warrant Officers. The Platoon Command Squad would be led by a LT. And, the individual squads are lead by a SGT. So, all those in the squad other than him would be corporals or privates.

Commissars, fall somewhere out of that system. Not realy officers or warrants, so, they are just commissars.

Given GW's love to make the imperium english. It's probabily something like this with a few bits tacked on : http://battlefield-site.co.uk/ranks.htm

British ranks include colour sergeants. Who is not the equivalent to a first sergeant, that would be a Comany and/or Regimental Sergeant Major (CSM/RSM) from how martin describes the first sergeant. The next rank after a Sergeant Major is a commissioned officer.

In normal regiments, a colour sergeant is between a Sergeant Major and Sergeant. They have a traditional role of guarding the colours, which reflect the battle honours of that regiment.

This. It's pretty much the British army rank ladder...
Though the Colours are a touch more than just the battle honours of the regiment.
