I'm have a custom model that I'd like to have special rules for but I don't know what would be an acceptable point cost
The Idea is, he is a master with a war scythe/staff of light, and here are his stats

WS:6 BS:3 S:6 T:5 I:6 A:3 W:3 Ld:10 Sv:3+
He has the following special rules
Necron -from their old codex, basically WBB and counts towards phase out, but if i use the new codex it'll probably just be Resurrection Protocol or whatever it is the lord and Overlords get-
Fleet of Foot -USR-
Weapon Master -A rule I made up my self, basically nothing can lower his initiative, and he counts as having offensive grenades when assaulting through cover-

He has standard options for Necron lord/Over lord -which ever codex I end up using him with-
I was thinking about giving him the option to take a special war scythe that is S+2 and ignores armor and invul saves for 20 points.

I was thinking 140 points, but I don't know exactly how to assign point values so what do you think?

You are proposing a new set of rules for a Unit to follow, and for what it should cost, so it belongs in proposed rules.

I think It should cost 240 points.

Considering it is close to Mephiston's statline, it should cost about the same. they both have Fleet and you have Resurrection Protocol or whatever it is the lord and Overlords get- but Meph is a Psyker, and your initiative can never be lowered so that balances out as well.

For an extra 20 points you can ignore Invuln and armor saves and get a Str 8???

Seems like that ability should be another 45 points.

That seems reasonable, and truthful I was only thinking 140 so I could use him in smaller games.

Thanks for both the assessment & clarification!

If it was just this:
WS:6 BS:3 S:6 T:5 I:6 A:3 W:3 Ld:10 Sv:3+
He has the following special rules
Necron -from their old codex, basically WBB and counts towards phase out, but if i use the new codex it'll probably just be Resurrection Protocol or whatever it is the lord and Overlords get-

Then I could see the justification of 140 points. No Fleet, No immunity to Initiative reduction, no weapon that ignores armor or invuln saves.

Necron lords by default have staffs of light, and they are power weapons with a shooting attack. then for 10 points can upgrade them to war scythes which ignores all saves but has no ranged attack.
just in case you didn't know.

I'd say 250 base and have the swap between the staff and scythe as free.

I did not know that, adding in a force weapon/staff of light would pump that 140 up to 160ish. maybe 150 for This:

He looks like a walking tank. Id put him at somewherw around 240 points as well, solely because if he gets into close combat, his stats are nearly perfect. Might even want to raise that, considering his ability to soak up fire, be it heavy or infantry.

an I6 model in a codex that is universally I2, a CC monster in a codex that is almost universally not a CC army,

I would lower his I to 4. That is a more reasonable level, he isn't a freakin Eldar or Tyranid.

With that change I would say he is worth 225 to 250 points.

Fleet is also a little odd. I imagine he's going to be an IC, which is going to screw you up because you can't benifit from Fleet if you are attached to a unit that doesn't have it. and no IC wants to walk alone because that is just going to result in a very dead IC.

War Scythes in the new codex only ignore armour saves, not all saves. They also confer +2 Strength and an extra d6 for armour penetration.

Check the entry again, I do not have the new Necron codex, but the Staff of Light is not a Power Weapon. It is just a Shooting Weapon. That is why the Hyperphase Sword, a Power Weapon with no special abilities, is a possible (no-cost) upgrade.

Staff of Light may have been a power weapon in the old codex.

I'm no master at pricing models, but here's my analysis (sorry if I break any rules here, if I do please remove the post):
I think this model is a little too different from the rest of the Necrons, to me he detracts to far from the norm and the theme of the Necrons To keep with the norm for Necrons (I have the new codex), he should probably have a BS of 4. Just my thinking, as reducing that to lower his points cost just separates him from the whole codex, pretty much. The WS again is different, I'm pretty sure even Imotekh the Stormlord has a WS of 4! The Initiative too, seems a little out - even Wraiths have the same initiative as the rest of the army. Fleet of Foot doesn't suit the Necrons, who are 'slow and cumbersome' (I've heard that description countless times), unless he has some special model/fluff whereby he has multiple legs or something . Weapon Master sounds interesting. Here's my idea for an improvement:

WS:4 BS:4 S:5 T:5 I:2 W:3 Ld:10 Sv:3+
Wargear: Staff of the *blahdeblah*: A warscythe with inbuilt staff of light (the new warscythe ignores armour and gives +2 Strength anyway, so he won't need that special warscythe, and I feel removing invulnerable saves is bad even as a Necron player myself).
Special Rules: Reanimation Protocols, Ever-Living, Independent Character, Weapon Master (counts as having offensive and defensive grenades - at this initiative it won't make much difference to make it unchangeable).
Points Cost = 120 points + upgrades.
Maybe, for survivability, you could add an extra wound or two? Or create some rule that allows him to absorb damage, or something.

Sorry for being negative and changing his overall epicness, but as said I feel he detracts to far from the Necron theme/fluff.

But, as said, if you want those stats then yes he is way too powerful for 140 points. For instance:
- He causes weaker armies to need 5s to hit in combat
- He can instant-death a space marine commander (if the +2 Strength counts for Instant Death, if not he can still instantly kill weaker commanders like Farseers).
- He has an amazing Initiative comparable to Dark Eldar, allowing him to quickly dispatch many enemies.
- Furthermore, this initiative cannot modified.
- He can charge pretty far, and this makes him a pretty potent enemy for opponents.

The line of thought that went into a lower BS is that he is a Melee specialist and not to great at ranged as he would -in my fluff for him, in game it would depend on the availability of points- be using a war scythe almost exclusively and would have no need of skill with ranged weapons and wouldn't practice or anything and so, not be as good with them.

He is originally meant to be with the old codex where Necrons had army wide I of 4 and wraiths had I6, and your right he's not an eldar or a tyranid however he would have fought eldar and that would help hone his weapon skills and reaction time and such, After all he who strikes first strikes last.

@DeathReaper
yes they were power weapons in the old codex.

Necrons did NOT have army wide I4. Immortals and Warriors were I2.

Lords were I4, but that doesn't make your idea any better.

And why shouldn't he have I6? Just because hes a Necron he must be slow and dim witted? {You Racist!} The Wraiths had I6, they are a fairly good cc unit, Flayed Ones had I4 and they are decent cc units, So shouldn't a Necron Lord that specializes in CC have AT LEAST I5 if not I6.

First of all why are you using the old cron codex as a reference? There is a new one out. And with the necrons, pretty much in this new codex the have army wide int 2, so at most he should have int 4. And with all his abilities he should be 240 like everyone else has said.

You should still be using the latest one, otherwise i could just use the old spacemarine codex for rules or the old rulebook. Use the information these people have given you to make a character that follows the current rules, not the previuos rules that you have.

Sorry, I know I kinda battered your design, but if you were to get the new codex you'd see my point. Good initiatives are non-existent, unlike the old codex, to match with the fluff.

Well you have heard the majority.

Either price him accordingly at 240 ( i say 265 ) or lower his stats. I know you want to it to be 140pts but thats not fair at all for your opponents.

If you insist on keeping him flavorful yet sticking with 140pts,
then....

I3 , ONE attack, str 7 max ( no instance death cheesy combos for you )
