Ok, I'm still a newbie at creating an army and painting them, and I was wondering what I should do to get Imperial Guard Veterans. I have some in my army list but I do not know if I need to paint something on a regular guardsman or if there are specific models I need to buy in order to get a squad of veterans.

There are no specific models. In general, if your army only contains veterans you don't need to do anything special.

If you have veterans and normals, than you should do something special to call them out. More bitz, battle damage, special unit markings, etc.

In my army, all of the veteran units are a different regiment from the rest of the force. I.e. my line infantry squads are Tallarn and Necromundan, my veterans are Catachans with Spartan bits.

TLDR: Your veterans should be distinguishable from your infantry squads on the tabletop.

Aye mine have lots of extra kit on them, and I green stuffed cloaks as they are forward sentries led by Harker.

I think there is a rumour about Veterans getting a kit during the next batch of Imperial Guard releases, but I wouldn't expect those for a while. Simply giving the models a additional symbol-ie a white shoulder pad on a cadian shock troop- to differenciate them from the dog grunts would probably be enough if you aren't wanting to commit yourself to converting. You could give them some more kit or a different standard weapon (or a modified version of your army's current one). My carapce veterans are based off of the Panzer Cops from the Kereboros film series (my grunts look like Helghast in trench coats), whilst my mech vets are from a different regiment and are more like a cross between a Nort from the 2000AD comic Rogue Trooper and a middle eastern irregular. =P

My friend did a kitbash with Catachans and Cadians, and thus produced Cadians that look very tough and un-uniformly (I made up that word).

The main bulk of my infantry is Cadians, however, my Veteran squads a Catachan models. Very easy to tell the difference there. One thing you can always do to make squads somewhat different from the other is paint the "ring" of the base a different color. So, squad one is red, squad two is blue, and so on. Your vets can be done the same way. A friend of mine put back packs from the heavy weapon kits on his vets to tell them apart from the normal infantry grunts. It is all up to you. Just let your opponent know they are vets from the start.

Unrelated to your question, but in the future don't change the text color of your posts. Not everyone uses the dark grey default skin, and on several color schemes (work safe and mobile) your text is almost invisible. If you want your posts to be read try and leave them the default black color except for special occasions.

Like what everyone else is saying. I used pig iron heads for my vets. Gave them some of the gear that came in the standard box and called it complete as they look unique and unlike traditional cadians. I also painted their shoulder pads different colours for each vet squad.
