Grey Knights never had one before and what would they put into it that wouldn't lose them to much money?

They likely wont because they are a super elite army. I mean, you can make a list with 11 troops on the board. Not saying it will be the best, but you can.

If they put 10x strike squad, 5x terminators and rhino all you'd have to buy is an HQ and you have a pretty solid 1250 or so point army.

They didn't before because they had no plastic models. Battleforces are exclusively plastic, and therein lay the problem. Blood Angels didn't used to have a battleforce either, but well, here we are and they've got one.

I'd expect one in the next 12 months. The DE one came out a bit over a year after that codex dropped, and the Necrons had one until their new codex. GW pulls them when the army's new, because they want people to buy more individual boxes, which makes them more money. Batlteforces lately have been coming out around a year later.
