I think the base is good, but I will suggest some tweaks.
Your list is actually 1032 points.

A good tank, can be very dangerous for your enemy in 1000p, but they usualy have meltaguns, and then it is a bit risky.
It is in fact 25% of your army. I would remove it.
That gives you 250p to play with.
Scout Squad - 75

I am playing an scout army myself, so I am familiar with scouts.
First, you dont need Telion AND Camo cloaks, as the
FAQ makes Telions stealth effect his unit as well.
I think they might be useful, but they are situatonal, and you can`t afford that in only 1000p in my oppinion.
Removing them, gives you another 147p to play with.

I usually combat squad my taq squads, throwing my 5 guys with meltas into the Rhino hunting other vehicles.
Depending on the meta where you play, I think it might be something to consider for you as well.
The power fist is a good and a bad choice. If you get hunted down by a
MC or Dread, you are guaranteed dead without, but you will probably not have much left even with it. I prefer combimelta on sergant in low point games, here you even get reroll

Scouts can outflank, Aphastrike or just reserve for late game objective grabbing depending on mission and deployment.
With some luck, the
LSS can shoot one tank, while the scouts melta and powerfist charge another tank.
TFC kill hordes, and even
MEQ because of the large amounts of hits you can get. Pop Rhino, 4 x S6 blast on the passengers in the wreck
Combat squad
Tac squad. Melta + combimelt in Rhino
Multimelta in Bolster defence improved ruin(
TFC comes with Techmarine)(Place objective here when possible).
Terminators makes scary faces with Vulcan and either act as counter assault or to punch hole for your rhino.
MM bikes run around killing armour.
