Can a PSB cast Weaken on an enemy unit that is locked in close combat the following turn?
ex: You get charged by another IG squad. Combat is tied. On your turn can the PSB drop WS onto the enemy unit so if you happen to win that round of combat they test at the lower Ld.

I see it as the same sort of thing as a Libby casting Null Zone. It can still be cast while in CC and it effects other units that are also in CC.
In this case it is applyed to a specific unit rather than an area effect.
