So my friend isn't using the newest edition of 40k rules he is using the one that came in the battle for macragge. Is this going to impact gameplay much?(he is teaching himself these rules not the current ones)

Also he says he doesn't use the new rules because he doesn't want to spend $60 for 1 new rule and a new picture

Yeah, 4th edition is quite a bit different. The core mechanics are similar, but a lot of things like wound allocation, vehicle damage, movement, close combat, objectives, missions, and so on got changed. There's a new edition coming out in Summer probably, so he can probably just grab a rulebook from Assault on Black Reach (or eBay the book from it) and be fine.
Also your friend sounds like kind of an idiot if he:
A. Thinks getting a new rulebook will run him 60 bucks
B. Thinks there would be that little change
C. Would make a statement like that in the first place

mini rule books are online for as cheap as $15. he is seriosly kidding himself, the rules are radically different. Besides, the AoBR set is such a good deal for models that he should buy it(I assume he plays space marines)

The vehicle rules are very much different, The outnumbering rule in CC is gone, Sweeping advance is changed, obscuring vehicles is majorly different.
Also given the fact that he won't find many people to play against using an edition thats been outdated for several years.

I would gladly play him using 3rd edition rules if I could get my 3rd edition Eldar codex back - Crystal Targeting Matrix and 3-shot Starcannons, here I come!
