Not really sure where else to put this, but can anyone provide a reference to where it says you can only take 1 leader rule (SM for example can trade the generic Combat tactics for something like Shrike's fleet rule). I am pretty sure that that rule exists, but I can't find where exactly it is stated.

The only restriction is on Unique models - only one allowed (per side). You can bring two 'leaders' easily enough as 2 HQ options are part of the default Force Organization Chart. Editing to add: In the case of Space Marines, there is a restriction on using a single "leader's" army wide ability (Chapter Tactics, or whatnot) - but that is somewhat unique to Space Marines.

Right, but my question is asking if only 1 of the special "chapter tactics or equivalent" can be used if 2 models with that special rule are on the table.

For SM it's in the FAQ, if you have two leaders (i.e. shrike and Vulcan) you must choose which ability replaces combat tactics at the beginning of the game.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

You can only replace combat tactics once (for SM). Other armies would be similar, if they replace an army ability with another, and both leaders do that, you would have to choose.
