This is just something I haven't been able to get my head around on the scale that I'm after. I've read and seen represented Skaven's allegiance being claimed by things they 'fear' namely I've only ever really seen it be chaos. But I'm curious as to outside fear how susceptible is Skaven's allegiance to the under-empire, or how interferable would it be, for say a single individual to sway the leadership of a clan into there favor and at what cost? Would a meeting even be arrangeable between said individual and Skaven representatives. It's said that grey seers are political and that Skaven have an insatiable desire for warpstone would they be elements of exploitation for an individual offering plentiful amounts of it to not only become diplomatic with a Skaven leadership but to manipulate it for there own needs.
And secondly, with clan Eshin, given there dark element of unknowing control that they seem to maintain / be enforcers amongst the under-empire with the great Skitch, how if at all would they two be sated? Would major people of importance have to be 'bought' or would it be possible for someone with enough magical ability and skill to manipulate from behind closed doors?
I'm just curious, because of fluff reasons really but I haven't read from enough sources really to confirm anything, but given how there often represented in games and stories at times suggests the above would be possible, but would it actually be doable to a more 'involved' element of the under-empire.

If my memory serves Skaven have brokered alliances in person with some key figures in warhammer history (Well mainly Nagash, and then someone to kill Nagash). Also from what I can understand about their alliance with Chaos it seems to be more enemy of my enemy than trusted comrades

Im pretty sure skaven have there hands (paws) here there and everywhere through various schemes and plots they must sometimes have alliances, albeit only for serving the purpose of the skaven, (then they would more than likely turn there back on there "allies")

Thankfully for my fluff I've found resource at least that they have comparatively decent dealings with Dark Elves, which is good considering one of the main protagonists for my fluff.
Given that both are underhanded backstabbing species I can see how this would work out.
