If your family is mad at you, Ogres are the way to go. No one could be mad at Ogres. But if you come out and they demand to know what you're wasting your time on and you hold up a rat, you're not going to make any friends.

I reccomend reading the sticky, at the top of the forum you're not supposed to list individual upgrade prices.
Also would you like your list to be fluffy or competitive? I'll put my thoughts on your (formatted) list

Librarian ( TDA & Combi-melta) 135pts
(I usually a combo of Null Zone and Avenger or Gate of Infinity, Null zone is so useful against harder targets, GoI gives you and the termies a means of transport, and Avenger is just awesome a Str5 Ap3 Flamer)
TROOPS (410pts total)
Tac Squad ( ML, flamer, Bolt Pistol & Chainsword) 170pts
Rhino 35pts
Tac Squad ( ML, flamer, Bolt Pistol & Chainsword) 170pts
Rhino 35pts
[color=red](I probably wouldn't bother with the second storm bolter, I'd upgrade the rhinos to razorbacks if you want some additional firepower)
ELITES (365pts total)
Terminator Squad (Cyclone Missile launcher) 230pts
(I assume this is normal termies rather than assault, in which case add a cyclone missile launcher gives your terminators much more punch and versality, a chain fist could be useful if you run into many land raiders but not mandatory.)
Dreadnought (Twin Linked Lascannon) 135pts
(Dreadnoughts, have smoke launchers as standard, would ditch the extra armour as you can just pop smoke if you get stunned to gain a cover save. A more common format would be a 'rifleman' which is dual twin-linked autocannons which means you lose the DCCW but makes the dread an excellent light vehicle killer.)
FAST ATTACK (180pts total)
(Assault marines are generally considered one of the weaker marine units, lacking a significant CC punch, I'd reccomend swapping them out for another typhoon)
Land Speeder (Typhoon Missile Launcher & Heavy Bolter) 90pts
Land Speeder (Typhoon Missile Launcher & Heavy Bolter) 90pts
(I personally prefer Heavy bolter over the Multi-melta, as it allows the typhoon to fully engage at longer ranges, where as the Multi-melta encourages you to get close, which is bad because the speeder is pretty fragile. Also note if you fire the missiles as frags they count as defensive weapons so you could move 12" and still fire everything.)
HEAVY SUPPORT
(At this point you have 210pts left, personally I'd be tempted to take another typhoon, and an AC/Las predator, alternatively you could swap the twin-linked lascannon on the dreadnought for an assault cannon (or heavy flamer) and take 2 naked vindicators. I wouldn't bother with hunter killer missiles, you have plenty of anti-tank else where and they just end up being a points sink. Sgt Chronus means you can ignore shaken and stunned results so I definitely wouldn't take extra armour on the vindicator he's in. I also don't feel he's worth his points for what he does but it's your call)
Well, thats my first attempt. I'm not sure about the librarians powers, and if I can attach him to a Termie squad and still have a Termie Sergeant.
So, thanks in advance for C&C
(Check the rules on independent characters in the rule book, but yes you can is the answer.)
(Hope this all helps.)

I updated it. CaptianJay, I took most of your advice but kept the Hunter-Killer Missiles, because I play against armies with a lot of Tanks and Vehicles, so I think it's worth it. Thanks for that!

I would drop cronus and switch the rhino's to razorbacks. At 1500 points you're probably going to want to combat squad those tactical marines, and that extra fire power would be brutal!

Sure about the combat Squads? I like to have more units attacking one unit, is there a benefit of Combat Squads?

Well 2/3 games played will be about objectives. Only troops choices can claim objectives, so you'd be giving yourself more opportunity in that field. Also, if you combat squad, you can put 4 guys and the missile launcher in some cover and shoot the whole game while your flamer and sarge move up. If you keep them together you'll miss rounds of shooting the missile launcher because it's a heavy weapon and you'll probably want to keep moving forward.

On the currently shown list I would just pick up some meltas and combimeltas to go in the rhino. Probably dropping the hunter killer missiles and chronus.
A one use missile will not be much use given the quantity of missiles you have, also you'll hopefully be in range to use the cannon so will not get to use the missile. Then again I find vindis expensive so I do not want add to their cost in any case.
