So after trading around a bit and making some purchases, I have come into some new units for my Ultramarines army. I was looking for some advice on a 1500 point list. I can post my previous list if would help.
Master of the Watch
Sergeant Telion
Cato Sicarius
Librarian with Staff
Chaplain on foot
AOBR Captian
3 tactical squads, 1 captain with combi-melta, 2 flamer, 1 plasma

Thanks for the advice. In regards to the razorback, you say to put the sternguard as well as both of the HQs, but only one HQ will fit.

@AtariAssasin: You can load up 5 Sternguards + 2HQ in a Rhino since it can carry 10. You can pump that up to 8 Sternguards and pop in a couple of combi weapons.
@MFletch: Looks like a gun line list with a surgical strike group of 2 combat squads (melta, combi melta, lasplas razorback).
What do you think about dropping the ML dev squad and 2 extra scouts and ML scouts (185 pts) and get 1 thunderfire cannon + another typhoon?
Telion snipers + thunderfire cannon is a great combo.
2 Typhoon will survive more than 1 typhoon.
I guess the choice is 2 sniper shots + 4 ML shots versus 4 Str 6 blast + 2 ML shots

Thanks for the advice guys. I appreciate the input. I'd like to get the other stuff on the lists but as of right now the models posted are all I have, so I'd like to keep it in those units until I can buff out my collection some more.

It all depends on how you want to play - i'd probably play a gunline with your models.
How are the razorbacks kitted out? And the pred?
Or is it all boxed?
I love the dreads - keep them around and you'll be chugging through many a speeder/ transport.

Ah I wasn't sure with Telion, thanks. The two razorbacks's tops are removable, so I can make them rhinos or razorbacks. I have one las cannon top and one HB top. The Landspeeder Tornado, dreadnought, and the Predator are magnetized, so I can swap the weapons out on those as well.

Awesome - I love AC/Las Preds if you're against lots of mech. Others rely on other things to pop them and use Dakka preds - but I always seem to have enough anti horde, and never enough big stuff to put that major hurt on people.
I'd keep the dreads as both TW AC on both arms, use them to put wounds on high T models and transports.
I personally keep on my theme of high strength shots but a HB back isn't the worst based upon your meta.
You could always run them as rhino's - put a 10 man tac squad in side with a ML and Flamer or melta as you want. This provides a nice objective dump unit if you decide to get out of your metal box.
Razorback spam is an effective army list against the current meta in my opinion.
Landspeeders are pretty fun - if you could figure out what you want it to do. Using those CC scouts in a land speeder storm are amazing if used well. I believe there is a tactica somewhere on Dakka.

1- Never ever take a generic Chapter Master. Period. He is overcosted for what he does and does not unlock any extras. Always take a Captain if you need to take the Chapter Master.
2- Telion gives scouts Steath so do not take Cloaks.
3- Scouts don't come with Rhino, so that is out of the question.
4- If you need to take long range Razorback, always get LasPlas since you can survive 2 weapon destroys with it.
5- Do not take assault marines in any circumstances, always opt for 5-man Thunder hammer and stormshield terminators

Okay, thanks for the input. Lemme try and address these.
1- I'll switch to captain, NP. I was thinking orbital might be useful?
2- Cloaks off, done.
3- 1 rhino for tac, 1 razorback for sternguard. Scouts hang back or camp objective
4- Don't have a lasplas, but i can probably kitbash one easy enough.
5- I do not have assault termies. I can sub out my assault marines for tactical terms, or another tac squad though. maybe a second dread?

1- Orbital bombardment scatter the full 2D6 so you will be missing (a lot). For that 25 points, you can get a lascannon or something.
2- Cool
3- Scouts hanging on objective is the right place to be. Make sure to "go to ground" whenever they fire lots of shots at you.
4- GW doesn't make lasplas turret. You can make it yourself but you can also buy it premade at http://puppetswar.com/product.php?id_product=37
5- Tactical termies are not that great for what they cost (perhaps in the 6th edition coming up in 6 months). I suggest a second dread, TL autocannon arms is the single best dreadnought option. They even have a name: Riflemandread. Sit him in the back and pop transports. Once all transports are gone, start killing devastators or other long range units.
Right now you have 2 (maybe 3) scoring units, you will probably want another scoring unit. So another tactical squad with melta + missle launcher in a rhino (or razorback lasplas) works.
You should also consider running a librarian. He has awesome powers. Take Null Zone + Avenger.
So here is the list that I think will work with your units. It is not extremely competitive but it should work once you know what to do:
Librarian - Null Zone + Avenger + Bolt Pistol
Sternguards - 3 Combi-melta - Rhino
Captain - Relic Blade - Bolt Pistol - Artificer Armour
Dreadnought w/ 2x TLAC
Dreadnought w/ MM + DCCW (w/ SB)
Telion - 4 sniper scouts - 1 missle launcher scout
Tactical Squad - Meltagun - Missle Launcher - Rhino
Tactical Squad - Meltagun - Lascannon
Tactical Squad - Meltagun - Lascannon
Predator - Autocannon + Lascannon Sponson
With this list, you have 1 Dreadnought + Sternguards with Librarian + Tac squad with Captain . This squad can be sent in to mid range and capture the objective there or get into cover and try to whittle them down. If you face IG, then charge in.
The other units
Rifleman Dreadnought
Predator
2x Tac Squad
1x Scout Squad
are to stay back and provide covering file. You will want to split them up, don't bundle everything together since it will die to Drop Pod assaults.

I have a librarian, I can swap out the chapter master for a librarian, but I'm not sure what spells to go with. I'm gonna redo the math on my list and see what it comes to.

Second list looks good, you basically trade one tac squad for a Razorback LasPlas. If you hide the Razorback LasPlas, and get cover save, I think you can pull it off.
Also, personally I do not like Multimelta on tac squad since they will NEVER see any action. Lascannon only cost 10 pts more and since you got 10 dudes in cover w/ a 3+ armour save, you can just sit there and pop vehicle all game. A multimelta will just sit there and do nothing.
A devastator squad w/ 4x ML is okay but not the best Heavy Support choice. For the models you got, go for it. Make sure to use your sergent's signum every time you shoot.

In regards to DEVS I was told the opposite. I had before 2 plasma cannons and 2 HBs, but I was told that 4 MLs isthe only viable dev loadout.

4 MLs is the best Devastator load out for sure. But comparing to Predator (120 pts), Rifleman Dreads (w/ master of the forge), even Thunderfire cannon, devastator squad of codex space marine is not all that.

C:SM Devastators squads are pretty bad, since Blood Angels get the 4 Missile Launcher squad for 130, and Long Fangs are cheaper, can take a fifth weapon and can split fire.

His was something like:

The game went 6 rounds, I managed to take out his assault squad, chaplain, vindicator, landraider, 3 terminators. I lost my mm dread, scouts, dev squad, landspeeder. 1 rhino and my librarian.
We both held one objective and contested the remaining two.

Looks like the list is working out. I think your list have only a limited number of melta in return for having long range transport popping. Since he has a crusader, you can sit back popping his small transport while waiting for his crusader to be in the melta range.
Of course, if the vindicator ever shows itself, make sure to pop it first.

Yep, I didn't manage to get the vindicator until the last round but was lucky enough to keep rolling weapon disabled. I unloaded all of my combi meltas on the landraider but essentially did nothing... Just bad rolling i guess?
