Interesting thought that kind of wandered into my head whilst pawning arse in that Star Wars vs. 40K thread.
It's a known fact that Orks have an intituive understanding of technology and that, combined with their Waaggh field, can make them better engineers than even the Mechanicum.
So, assuming that for whatever reason the Orks get access to the Golden Throne, and don't want to just destroy it, could the Orks' mekboys succeed where Mechanicum failed: fixing the defects in the Golden Throne and repairing it back to 100%?

Nothing the orks repair works at 100% of it's original efficiency.
It would be interesting to let a mekboy tinker with it though, but why on Terra would he, even if he could get there unmolested
A better question, now that they've retconned the Big E as being able to heal machines by touch, is why HE hasn't fixed it

Well. . . depends entirely on what you mean by 'fix'.
Could an Ork mek get the Golden Throne working as originally designed, without killing the Emperor and/or causing massive destruction on Holy Terra? Not in a million years. That would require far too much close attention and patience, and not involve nearly enough guns.
Could an Ork take the Golden Throne (as well as the Inner Sanctum) to pieces and rebuild it all as a ludicrously-powerful rolling battle-fortress with the Emperor mounted on the top and a mechanism jammed into his brain that somehow tapped into his enormous psychic powers to shoot deadly lasers from his eyes? Given time, sure! That's the kind of work Meks enjoy!

Good question. Is there anyone in the 40k- verse that could fix it?

Every Dakkanaught gets a 4+ Pinch of Salt save.
When you suffer a Falling Sky hit, roll a D6 - on a 4+ the hit is ignored as per the Pinch of Salt save. On a 1-3 panic insues - you automatically fail common sense tests for the next 2 weeks and get +7 to your negativity stat. -Praxiss

Well the Eldar may be able to fix it, not that they would be willing, considering the Emperor was the one that they largely blame for breaking the webway.
Necron's might be able to keep the Emperor alive, however I doubt that they could fix the golden throne.

It is entirely possible individuals in the Imperium actually do know how to fix the Golden Throne but choose not to since they effectively already control the Imperium.
The return of the Emperor would see their powerbase wiped out.

And Golden Thone is complicated pace of machinery that has connections wit hthe Warp itself.
Not even Tau could understand it, but I think that Tau and Eldar are the only ones who may try to fix it.

Long answer nope.
Short answer:
They do not repair, they salvage and create weapons. Even things that wouldn't normally seem like weapons can probably be used as such by an Ork.

The Tau? They wouldn't even be able to figure out the paint job. Eldar, Dark Eldar, and Necrons are the only ones who might have a grasp on what the Golden Throne really does and how to fix it.

I think the Orks could, if a couple of criteria were met. First, Orks need a reason to fix something, so if the Emperor was instead Mork, or maybe Gork, then they would have motivation. Second, lots of Ork technology works on pure belief, so I guess all they would have to do is get a large enough number of Orks to believe that the Golden Throne really did work, and it would.
I guess with those two exceptions they wouldn't really be fixing the Golden Throne, just making it work.
