Heres my first attempt at an Eldar list:

HQ- Eldrad

T - x10 Guardians, scatter laser
T - x10 Guardians, scatter laser
T -x20 Guardians, Starcannon, Warlock - Embolden

FA- x3 Vypers, shuriken cannons [2 on each]

HS - x5 Reapers

E - x 6 Fire Dragons, Exarch, Firepike, tank hunters
Wave Serpent, twin Bright Lances

E - x6 Banshees, Exarch, executioner, shour, acrobatic
Wave Serpent, Twin Bright Lances

Basic tactic is to split the force into two, the vypers and Serpents go forward, dragons taking out tanks and banshees killing troops,
Other half sits back and shoots, reapers taking out troops, eldrad casting doom and guide on reapers,

the 20 squad should be split into 2 squads both with SLs and the banshees I would trade out for Harlies personally. Also your list should choose between foot and mech. Mech runs Dire Avengers in serpents and foot runs avatar and wraithlords and war walkers. Also war walkers are amazing. Add some of those in.

Oh yeah and switch vipers for warp spiders...they just do a better job.

I would definitely suggest that, 180 points to get 24 shots (that's ~18 S6 shots delivered with Guide) or 210 points gets you 6 EML shots! Personally I would take out Tank Hunters and switch the Banshees from BL to Shuriken cannons giving you 2 more Banshees (you NEED to make sure you can kill as many models as possible on the initial charge).

Take out the 20 man Guardian Squad, the Banshee abilities, downgrade the FD Exarch, and 1 Vyper (and 1 more point somewhere) and get 3 GJB with a Shuriken Cannon, 3 War Walkers with x2 EML, and upgrade the Vypers to have SL and Scannons each. This will give you TONS of shots and plenty of long range versatility with the Walkers.

Remember that the Eldar HQ and HS options are some of the best in the Codex so only taking one of each might mean you need to rethink about looking more into some, in general.

This list screams Avatar. You've got Eldrad for the spare fortune, and you've got 40 guardians who would give their right nut to be fearless. It would also let you take conceal to help generate cover saves for your army.

Wraithlords and War Walkers are both excellent support units for masses of Guardians, so definitely look into those choices.

I would take a cheaper gun on the Dragon Wave Serpent. They are a huge priority for the enemy (since they are your only melta squad) keeping that serpent cheap makes losing it less painful.

Banshees aren't really that great sadly. You'd definitely be really well benefited by Harlequins however. They can advance with your guardians, stay unmolested by enemy fire (veil of tears on the shadow seer) given kisses to rend to death everything from light to heavy infantry. Harlequins are at their best when you have a large amount of foot soldiers, which seems to be the way you are looking to go.
