I have heard that there are things like Nightspinners that are not in the codex but still tournament legal. What else is not in the codex that can be used?

Nightspinners are allowed as the information is in WD. If WD was not allowed, then no SoB. AFAIK there are no other Eldar units posted in WD.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

what about other stuff b/c I heard rumor from some people that there are some apocolypse stuff that can be used...apparently it says specifically it can be but I only heard it from one person so am unsure of that.

There is no single world-wide 'tournament standard'... Tournaments allow whatever rules they choose to allow. From what I've seen, it's fairly common to not allow WD material, or to only allow selected WD rules.

Fair enough. I had initially said (usually) before allowed, but decided to delete it. I assumed that all tourneys allow WD as a legal source.

The most common rules I've seen for Tournaments are that the following are legal:
The latest version of each codex (Witch Hunters, Daemonhunters, and Tau are replaced by SoB, GK, and Tau Empire)
The SoB mini-codex from WD
The Nightspinner
That's typically it. Of course, the individual TO can make anything legal that they want. They can force everyone to play with the 3rd edition Dark Eldar codex if they want.
