I am working on an ultramarines list and I asked for some advice, and I was suggested Telion as one of my choices. However one of the lists has my chapter master, librarian, and Telion. So does he count as an HQ choice? And if so, cant you only have 2?

I don't have the codex handy but does one of them count as an HQ choice, but not count toward your HQ allowance?

No, it counts one model in a squad of [whatever unit]. In this case, Telion is just a scout in a scout squad. An awesome scout, but still just a member of the unit.

You might want to check on that. While I don't have Codex Space Marines I'm pretty sure that at least Telion is not an Independent Character.

Chronus is only an IC after the tank he is assigned to is wrecked and he passes his roll.

Incorrect on Chronus - as soon as the tank is destroyed he becomes an IC; he is only placed as a model if he passes his roll.
