Could the Phoenix Lord Karandras join a squad of harlequins as they aren't an aspect?
If so would his ability to make the squad infiltrate, affect the harlequins?

The only special ability that Karandras confers to any unit he joins, is Stealth. Exarch powers can only affect the associated Aspect (in this case Striking Scorpions).

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

If you want to get RAW, then his powers cannot affect anyone, since Karandras is not an Exarch.
But. . .yeah. . .

Except per the FAQ, the powers do affect the associated Aspect Squad.

Actually, it only says that they cannot affect squads other than Aspect Warrior squads. You have to infer that they can affect Aspect Warriors squads.
But the notion that they can't is silly at best.

Eldar FAQ:
Q. As Phoenix Lords are not Exarchs, but independent
characters, do their exarch powers (Shadowstrike,
Skyleap, etc.) affect units other than Aspect Warriors?
(p54)
A. Their powers only affects units of Aspect Warriors.

I know. We read the same question. The answer has nothing to do with whether or not their powers actually do affect them, but that they don't affect anyone but them. That was my point.
