My friend is collecting an army based on Stalins Onslaught. I was hoping to field something other than the 2 Sturm Armies presented.... Can I buy any book from the late era and still play him?

The points etc will be on par?

Yes, you can. It won't be balanced. Heck I played a friend of mine's Panzerpoiner Kompanie, with my Gepanzerte PanzergrenadierKompanie.

Stalin's Onslaught is out of date it has been replaced by Red Bear. You should use Grey Wolf.

It's still fully legal. BF doesn't have GW's "we brought out a new book; now your old book is contraband" policy. But the costs in Red Bear and Grey Wolf will be more in line with the rest of the game, particularly once V3 comes out next month.

So long as both books being used come from the same era (which is what's being asked about), things should be fine. Because points are constantly being fine tuned, it's sometimes possible to build the same list from two different books and end up with different points values. But by and large the points costs should be "good enough" so long as you stay in the same era.

You do not need to play a list from the same book to have a good game. Any LW list will suffice. The only area where you can run into issues is when you mix Eastern front and Western front lists in LW as US and British lists just can't keep up on the armor front against armored forces from the Eastern front books. Especially in blue on blue battles with the russians. Oh Shermans against JS-2s? No thanks!
