ok, to the point.
A Liberian uses "The Quickening" on a unit that has a Hammer, i was told that the 40k book says hammers hit at I1 ignoring bonuses from special rules and wargear, says nothing about psychic ability's. Is this True?

IDK about the rest of the Space Marine codexs but in the GK Codex it says that it can be used on him self and his unit or a unit with in 6", eather way he can take a hammer.

If you are talking about GK's they do not have a power called "The Quickening"
SM's have "Quickening" which only effects the Librarian
GK's have "Quicksilver" which targets a unit and makes that unit Initiative 10 for the rest of the turn.
This has no effect on hammers because Attacks with a hammer are always delivered at Initiative 1 (Ignoring initiative bonuses from special rules, wargear, etc.).

DR has it right. Hammers always strike at Int 1, or else you would see some amazing death star units comprised of 10 hammers and a libby

Just to be clear, power fists etc make the model strike at Initiative 1. They don't actually have that Initiative (and it doesn't matter what their actual Initiative value is), which is an important distinction, especially for things like Initiative tests and so on.
