SM are fairly dependent on characters in order to have different lists...

Daemons.

Without cheap Heralds of Tzeentch, our anti-tank would be limited to just;
- 1 BS3 S8/ap1 Bolt of Tzeentch per pink horror squad
- 1 BS3 S10/ap1 Tounge per soul grinder
- 1 BS5 S8/ap1 Bolt of Tzeentch per daemon prince

Oh, and those last two share the heavy support slots.

In an edition that gives huge benifits to MSU mech lists, daemons can't compete without Tzheralds who at least provide the option for upto 4 BS4 anti-tank shots that can move as jetbikes. The rest of our anti-tank options are stuck at moving only 6" turn, or else paying 30 skaven slaves to give a prince wings!
And yes, flamers can also upgrade one model to use bolt, for the low-low cost of just 15 skaven slaves while also wasting the entire unit's breath of chaos shots.

With the current Minidex, I'd have to say SoB.

It literally makes no sense whatsoever to not field Saint Celestine or the so-called Uriahbomb - you'd just be gimping yourself, with an army that isn't really "OP" to begin with if you get my drift.

Uriah over a normal Confessor is a no-brainer, and the Canoness has lost so many things that her only purpose now would be to unlock a Command Squad that isn't really useful anyways.

I tried a list without either of them once. I found myself completely unable to deal with my opponent's Space Marine Captain and his Command Squad, or her Assault Squad, both of which ended up slaughtering unit after unit in the first round or two of melee combat. I lost badly, and throughout the whole game I felt completely helpless. Sometimes I like it when bedroom activities with Master make me feel that way, but I don't like it at the tabletop.

It's actually a large part of my occasional urges to go back to using the 3e Witch Hunters dex - though reading Dakka posts about Sisters of Battle is usually the cause of considering it in the first place.

I would say that Necrons are the LEAST character-dependent, considering the best HQ option is the generic Overlord.

Most dependent? Grey Knights.

I think any kind of SM chapter is dependant on their individual Characters and hero's

In fact the SM in general are Top heavy on Individual Characters and sometimes the outcome of a Battle intself rests on the Character surviving...in my opinion

I'd say SM, I can't remember the last time I saw a SM without a special character of some kind or another. Bring back the days when SC were 1,500 point games plus only. And some were 2,000 plus.

I agree here. I can't think of the last time I've seen a competitive GK build without Coteaz, Draigo, or Crowe. Not to say they aren't out there, I just haven't seen one that I can remember.

SM are right up there with GK, requiring special characters to unlock rules for their army.

Vanilla marines without Special Characters are not competitive. It's not that marines suck, its more that every other armies special rules let's them do things you will find very hard to counter.

Yes, but you can get synapse in every FoC slot, not just the HQ.
